In 2015, the total number of skilled laborers shall account to 125 million, including 34 million high-skilled talents who are above the senior workers.

In 2020, the total number of skilled laborers shall account to 140 million, including 39 million high-skilled talents who are above the senior workers.

In 2015, 400 national training bases for high-skilled talents will be built. In 2020, 1200 training bases for high-skilled talents will be built, and about 1000 studios of national skilled great masters will be built.

On July 6, 2011, the “Medium and Long-term Planning Outline for Constructing the High-skilled Talents Team (2010-2020)” was issued by the Ministry of Human Resource and Social Security. The plan is comprised of five parts including background, guidelines and development goals, main tasks, key measures, organization and implementation, which is the first document that systematically described the trajectory of high-skilled talents development since new China was founded as well as the important guiding document of high-skilled talents work at present and in future.
